ECUADOR: Government takes step towards ending protests

Indigenous-led protests which began over the cancellation of diesel subsidies continue to roil Ecuador and are now in their fourth week, which saw particularly fierce clashes on 14 October between demonstrators and the authorities in Otavalo, a town in the northern province of Imbabura that has been at the epicentre of the unrest. The following day yielded a breakthrough, however, after the government announced that it had agreed a truce with protesters in Imbabura while discussions are held on protesters’ demands. This was achieved by negotiating directly with local indigenous groups and avoiding talks with the national umbrella indigenous organisation Confederación de Nacionalidades Indígenas del Ecuador (Conaie), which is leading the protests at the national level and does not seem open to dialogue with the government.
