MEXICO: Amparo and customs reforms stoke controversy

Mexico’s congress has recently discussed two controversial reform initiatives. The first, which seeks to reform the use of the ‘amparo’ legal appeal mechanism, passed the senate on 1 October while the second, which looks to overhaul customs proceedings, was approved in the lower chamber on 7 October. Both reforms were proposed by the Movimiento Regeneración Nacional (Morena) government and have faced strong pushback from the political opposition. The initiatives are likely to receive the remaining support needed to be signed into law given Morena’s congressional dominance. However, they will also continue to generate political noise and opposition as they proceed through congress.
