“I would rather die than back down,” Ecuador’s President Daniel Noboa said this week, raising the stakes in a power struggle with the umbrella indigenous organisation Confederación de Nacionalidades Indígenas de Ecuador (Conaie), which is spearheading protest action against his government’s decision to eliminate a diesel subsidy. In a bid to increase his power, Noboa has won approval for a key question to be added to a national referendum in November: whether to convene a constituent assembly to rewrite the constitution. If he can win a majority, past precedent suggests this will be used to concentrate more power in his hands.
