In brief: Brazil’s senate approves spending cap exemption for tariff relief

*Brazil’s senate has approved the main text of a bill (PLP 168/2025) to exempt the government’s financial support for companies affected by US tariffs from fiscal limits. In August President Luiz Inácio Lula da Silva announced a plan to mitigate the impacts of the 50% tariffs imposed by the US on many Brazilian products. The plan, dubbed ‘Brazil Soberano’ (Sovereign Brazil), included a credit line of R$30bn (US$5.6bn) for Brazilian companies that are most affected by the tariffs. The senate’s decision yesterday marks a boost for the Lula administration’s tariff relief plan, as the bill would allow the R$30bn credit line to be exempted from the government’s primary spending calculations. Although the main text of the PLP has been approved, senators still need to review the proposed amendments of the bill.
