The dismantling of a fuel smuggling network has pointed to corruption at the heart of Mexico’s navy ministry (Semar), held up by previous governments as a bastion of incorruptibility. The operation saw the arrests of 14 people involved in ‘huachicol fiscal’, where fuel is smuggled through customs by passing it off as another type of duty-free product. Among those arrested were six former and active members of Semar, which took over control of port customs under former president Andrés Manuel López Obrador (2018-2024).
