Panday calls for bounty hunters

Former Trinidad & Tobago prime minister Basdeo Panday came up with a radical solution for rising crime rates in Trinidad & Tobago; he suggested on 9 October that businessmen should make donations totalling US$3.5m to a fund so that armed "bounty hunters" could then be hired to hunt down kidnappers.
