Caribbean tourism chiefs bracing themselves for the devastating impact of a law requiring US citizens travelling to the region to carry passports could muster little enthusiasm for a slight postponement in its application to cruise passengers. On 4 October US President George W Bush signed a partial deadline extension allowing US citizens without a passport to travel to Mexico or the Caribbean by land or sea until June 2009. From 8 January 2007, however, all US tourists travelling to either of those regions by air will need a passport. Historically, US citizens have only needed a birth certificate and driver's license.
