*Colombia’s minister for information technology and communications,
Julián Molina, has presented congress with a bill to regulate artificial intelligence (AI). The bill, which aims to enable Colombia to benefit from AI while ensuring that the technology’s development is ethical and sustainable, is based on several other legislative initiatives and on various international experiences, according to a government statement. Science Minister
Yesenia Olaya said yesterday that
“in a world in which AI is becoming the engine of economic power, social control, and geopolitical competition, technological development should be based around one thing: human dignity”. Among other things, the bill would aim to prevent algorithm bias and violations of privacy, and would establish criminal penalties for unlawful use of AI. It would also establish training programmes to mitigate automation’s impact on employment. At the same time, it would seek to generate
“agility and efficiency” in public administration and to improve quality of life and reduce inequality through equal access to AI.
