*Opposition parties in Paraguay have issued a statement criticising President
Santiago Peña for suspending negotiations to revise ‘Annex C’ of the Itaipú Treaty, which determines the cost at which Paraguay and Brazil can sell the surplus electricity generated by the binational Itaipú hydroelectric dam to each other. Peña
suspended the negotiations, in which he is seeking better terms for Paraguay, on 1 April after it came to light that Brazil’s intelligence agency (Abin) had spied on Paraguayan officials from 2022-2023. In the statement, opposition parties accuse Peña of
“betraying the fatherland”, saying he should be accelerating the negotiations rather than suspending them. They state that the review of Annex C had been
“a citizen’s claim for more than 50 years” in Paraguay, which has been selling its share of surplus energy to Brazil at an advantageous price for years. Signatories of the statement include opposition parties Partido Liberal Radical Auténtico (PLRA), Partido Revolucionario Febrerista (PRF), Partido Paraguay Soberano (PaSo), Partido Participación Ciudadana (PPC), and Partido Democrático Popular (PDP), as well as
Kattya González, an expelled opposition senator.
