PERU: Congress sends warning to Boluarte about insecurity

The murder of a singer in Lima on the night of 15 March triggered another troop deployment in the Peruvian capital as President Dina Boluarte reached yet again for her preferred tool in the battle against organised crime – declaring a state of exception to suspend civil liberties and enable the military to carry out policing duties. But, amid signs that these frequent states of emergency are failing to counter rising violent crime, Boluarte’s congressional allies seem to be losing patience. On 21 March the interior minister, Juan José Santiváñez (2024-2025), was impeached, as parties jostle to be seen as security hardliners in the run-up to next year’s general elections.
