Dina Boluarte has sworn in
Julio Diaz Zulueta as her new interior minister following the impeachment on 21 March of his predecessor,
Juan José Santiváñez (2024-2025). Diaz is a retired former police general who since January 2024 had served as deputy public security minister. Santiváñez was impeached with 78 votes in favour, 11 against, and 20 abstentions after being accused by a cross-party group of legislators of failing to effectively combat organised crime. The impeachment motion
was submitted in the wake of the murder of
Paul ‘Russo’ Flores, a singer with the popular band Armonía 10 who was killed in an attack on the band’s tour bus that was reportedly carried out by extortionists. In a further sign that Boluarte’s position in congress
is weakening, the impeachment motion was backed by right-wing parties – notably the largest party in congress, Fuerza Popular (FP), which props up the government.
