Addressing the Caribbean Community (Caricom) heads of government conference in Barbados on 19 February, United Nations (UN) Secretary General António Guterres noted: “The exquisite beauty of the Caribbean is famed the world over. But there is trouble in paradise.” He said that “wave after wave” of crises were pounding the Caribbean “with no time to catch your breath before the next disaster strikes”. He mentioned in particular the ongoing socioeconomic impact of the coronavirus (Covid-19) pandemic, elevated debt levels, the increasing frequency and impact of extreme weather events, and the seemingly never-ending crisis in Haiti.
