The 12 December extradition to the US of Maximiliano Dávila, who headed Bolivia’s counter-narcotics agency (FELCN) in 2019, dealt yet another hammer blow to the organisation’s reputation. As we explore in the first article of the January 2025 edition of the Latin American Regional Report: Andean Group, Dávila is the third former director of the FELCN to be accused or convicted of colluding with drug traffickers since 2022.
