On 5 December the president of the European Commission (EC), Ursula von der Leyen, visited Montevideo, Uruguay, as it plays host to the leaders’ summit of the Southern Common Market (Mercosur) with a view to putting the finishing touches to a free trade agreement (FTA) with the European Union (EU) that has been the subject of on-off negotiations for a quarter of a century.
