ECUADOR: Electoral disputes acquire new dimension

Ecuador’s President Daniel Noboa marked his first anniversary in office on 23 November by releasing a video, which doubled as an unofficial re-election campaign ad, spelling out all of his achievements in government. Three days earlier Vice President Verónica Abad arrived back in the country to challenge her suspension by the government, which would bar her from taking over from Noboa when he is forced to step down to campaign for re-election in February next year. Abad, who accuses Noboa of “totalitarianism”, has filed two legal appeals with the constitutional court (CC). Separately, Jan Topic also turned to the CC for redress on 18 November after being barred from running as a presidential candidate by the Tribunal Contencioso Electoral (TCE), the electoral disputes court. The very next day, the government summarily terminated a contract with the telecommunications company Cable Andino Corpandino authorising it to operate Ecuador’s main submarine cable system. The company is owned by the Topic family.
