BRAZIL: Lula and governors clash over security reform

President Luiz Inácio Lula da Silva held a meeting on 31 October with governors and deputy governors from 21 of Brazil’s 26 states to present a legislative proposal known as the ‘PEC da Segurança’. The constitutional amendment proposal (PEC) seeks to boost integration between federal and state police forces, among other security-related reforms. However, some conservative governors have criticised the Lula government’s PEC, marking another potential source of tensions between federal and state authorities.
