Colombia’s President Gustavo Petro began the current legislative period in July with an attempt to mend bridges with congress [WR-24-29]. Two months later, the détente has been abandoned, with economic commissions in both chambers archiving the government’s budget proposal for 2025. In response, Petro said on 24 September that he would promulgate the budget by decree – a move which is certain to draw legal challenges from conservative lawmakers.
