In late August Cuba’s official gazette published new decrees focussed on tightening controls on the non-state sector of the economy. The changes are in line with the declaration by the Partido Comunista de Cuba (PCC) government led by President Miguel Díaz-Canel of other measures underpinning a ‘war time economy’ in July although at the time it was not clear exactly what this involved or when these measures would come into force.
