Scandal further clouds reform prospects

Colombia’s President Gustavo Petro had imagined a different start to the legislative period that began on 20 July and marked the halfway point of his four-year term. He had hoped that the approval of his pension reform in June would breathe fresh life into his reform agenda, at the top of which is a bill to overhaul the country’s labour laws. Instead, Petro ended up apologising to congress for a corruption scandal that involves some of his closest allies and poses the latest threat to his government’s agenda.
