PANAMA: Edging forward on campaign promise

Panama’s right-of-centre new President José Raúl Mulino has confirmed plans to move on another of his campaign pledge: constitutional reform. Widely considered necessary to address Panama’s weak institutions and bloated bureaucracy, the promise is hardly new. It was declared a key priority of Mulino’s immediate predecessor, Laurentino Cortizo (Partido Revolucionario Democrático, 2019-2024), who was ultimately unable to deliver; the issue was pushed down the agenda in light of the coronavirus (Covid-19) pandemic which struck in March 2020. The Cortizo administration’s inability to address long-running complaints regarding institutional corruption was a key factor in its unpopularity so the pressure is on Mulino to succeed where his predecessors have failed.
