COLOMBIA: Two steps forward, two steps back

Colombia’s President Gustavo Petro scored two congressional victories in June with the approval of his landmark pension reform and a bill that raised the debt ceiling and averted the risk of default. Yet neither improved the outlook for his remaining reform agenda, nor for the economy. On the contrary, the government’s education reform and anti-fracking bills have been buried and the international credit ratings agency Moody’s changed its credit outlook to negative.
