PARAGUAY: New justice minister inherits troubled legacy

Rodrigo Nicora was officially sworn in as Paraguay’s new justice minister on 28 May, replacing Ángel Barchini, whose resignation the government attributed to personal reasons. Among the top challenges that Nicora has inherited from his predecessor is the implementation of plans to reform the prison system. During Barchini’s stint as justice minister, the security of Paraguay’s main prisons, such as Tacumbú, stood out as a key concern.
