News this week that a United Nations (UN) panel of experts and the US-based Carter Center will monitor the election was only of limited comfort to the Venezuelan opposition, which is bracing for potential foul play by President Nicolás Maduro’s government. The UN team, lacking the mandate that is required for a full electoral observation mission, will only submit a confidential report on the election that will be of little use to the opposition if it suspects fraud.
