Milei celebrates passage of omnibus bill but congress shows strength

Argentina’s President Javier Milei survived a cliffhanger in the senate on 12 June to get what he has sought for so long: passage of his omnibus bill of reforms. Senators further pruned the so-called ‘Ley Bases’ approved in April by the lower chamber of congress, which had already significantly trimmed back the original version sent by Milei six months ago. The bill’s passage through the hostile senate in a marathon session was only secured at all by means of ongoing negotiations and eleventh-hour concessions of the sort Milei previously refused to countenance, led by the new cabinet chief, Guillermo Francos. The senate also approved an accompanying fiscal reform bill but this too was pared back, blunting Milei’s chainsaw.
