Introduction

The militarisation of Ecuador’s security policy is now set to be made permanent, after voters overwhelmingly backed a constitutional reform allowing the armed forces to confront organised crime groups. Voters approved a raft of other mostly security-themed proposals which President Daniel Noboa argues are needed to tackle the growing power of criminal gangs, as we explore in the first article in this May 2024 edition of the Latin American Regional Report: Andean Group.
