In brief: Mexico concludes review of US labour rights request

*Mexico’s economy and labour ministries have announced the conclusion of an internal investigation regarding the alleged denial of the right to freedom of association and collective bargaining at the RV Fresh Foods S.A. de C.V. facility, which produces guacamole in Uruapan municipality, Michoacán state. US Trade Representative (USTR) Katherine Tai announced in February that the US had asked Mexico to carry out the review via the rapid response labour mechanism (RRM) outlined in the US-Mexico-Canada Agreement (USMCA). The request marks the 20th time that the US has formally invoked the RRM, and the first time it has done so in the food manufacturing sector. According to the USTR, the US authorities received an RRM petition from the Sindicato Nacional de Trabajadores y Empleados de la Industria del Comercio, Alimenticia, Textil, Automotriz, Metalúrgica, Servicios y Distribución Generalísimo José María Morelos y Pavón, a Mexican union, and the Confederación Central Nacional (COCENA), a Mexican union confederation. The petition alleges that RV Fresh Foods interfered in union activities, including by restricting unions’ access to the facility and intervening in the process of electing union delegates.
