ECUADOR: Emergency security measures yield mixed results

It has now been two months since Ecuador’s President Daniel Noboa declared a state of ‘internal armed conflict’ on 9 January in response to an unprecedented uprising by criminal gangs, which he has described as an “attempted coup d’état” [SSR-24-02]. Since then, a decline in murders has been counterbalanced by high levels of extortion and kidnapping.
