PERU: Judicial independence under threat
Peru’s justice system descended into turmoil in the final weeks of 2023, with then attorney general Patricia Benavides suspended after being accused of leading a corruption network within the public prosecutors’ office. Benavides did not go quietly – instead, she declared that her removal was aimed at crushing an investigation into the deaths of anti-government protesters after President Dina Boluarte took office in December 2022. Benavides’ allies in congress also sought to retaliate with an attempt to impeach the judicial oversight body (JNJ) which ordered her suspension, sparking warnings that the separation of powers is under threat.
