Development: On 16 December the summit of the Alianza Bolivariana para los Pueblos de Nuestra América (Alba) regional bloc closed in Havana, Cuba, with a final declaration which includes the bloc’s support for Bolivia’s historic claim to access to the Pacific Ocean, which it lost to Chile in the War of the Pacific (1879-1883).
