Rising protests met with police violence. On 28 January interior minister Francisco de Vargas was summoned to testify by a special senatorial committee on reported abusive actions by police against rural protesters, particularly the purported abduction and torture of eight peasants who were taking part in a land invasion in Tapiracuái Loma, San Pedro, and an incident in General Resquín, in the same department, where a peasant lost his eye when police opened fire with rubber bullets against a crowd protesting the fumigation of soya plantations.
