Santos now says a bilateral ceasefire could be in place by year-end

President Juan Manuel Santos, departing from his insistence that there could only be a bilateral ceasefire after a final peace agreement with the FARC had been reached, has announced that it could be in place three months before the deadline for that ― by the end of this year or, if conditions are met, even earlier than that. Meeting the conditions, however, could prove difficult.
