Development: On 24 June Paraguay’s president-elect, Horacio Cartes, said he had called on the Southern Common Market (Mercosur) to suspend the scheduled transfer of the bloc’s pro-tempore presidency to Venezuela and bestow it on Paraguay instead as a precondition for negotiating Paraguay’s return to the regional organisation.
