Costa Rica’s energy minister under pressure to quit

Development: On 24 June Costa Rica’s Environment & Energy Minister René Castro said he would not resign over the recent decision by the comptroller general’s office to halt the project to modernise Costa Rica’s only oil refinery, at the Caribbean port of Moín, over contractual violations.
