CHILE: Mapuche autonomy: disparate starting-points

Following the 16 January meeting of Mapuche leaders on the Ñielol hill outside Temuco [SSR-13-01], representatives of 60 communities have started work on a blueprint for an autonomous Mapuche region. Starting positions on almost all major issues are far apart, and the leaders do not yet know whether they are working towards an entity negotiated with the national government or one they will establish on their own.
