BRAZIL: UPPs move ahead, with some blemishes

A large-scale police operation on 3 March moved into two groups of favelas in the Zona Norte, the Complexo do Caju in São Cristóvão (between two of the main access avenues to the city) and the Barreira do Vasco in the port area, where Rio’s 31st ‘pacification unit’ (UPP) is being installed. Days earlier two incidents in other parts of the city drew attention to the fact that ‘pacification’ has not been blemish-free, chiefly because its stated objective is to curb violence, but not to eradicate the drugs trade that remains a potential trigger of unrest.
