URUGUAY | Supreme court blocks rights trials. On 22 February Uruguay’s supreme court declared unconstitutional the 2011 law that partially repealed the 1986 Ley de Caducidad (‘Expiry Law’), which declared the ‘expiry of the state’s punitive actions’ for crimes committed during the period of military-backed and military rule (1973-1985). Two attempts to repeal the Ley de Caducidad had been rejected by the electorate in referendums, in 1989 and 2009.
