At its 18-19 February heads of government meeting, the Caribbean Community (Caricom) heard Turks & Caicos Islands (TCI) premier, Rufus Ewing call for the regional grouping to support the return of full democracy in the TCI. The British Overseas Territory was subject to direct rule for three years because of corruption within the government, and it is still under close supervision from Whitehall. Home rule was restored with the 9 November 2012 general election that brought Ewing and his Progressive National Party (PNP) to power by a narrow, and now contested, margin. However the shambolic aftermath of the 9 November general election does not instil confidence either in the TCI’s capacity for good governance or in the UK’s stewardship.
