EL SALVADOR: Funes makes daring call for reform

The ability to put a positive spin on events is a prerequisite for any head of state and President Mauricio Funes excelled during his appearance before the United Nations General Assembly on 25 September. He spoke at length about El Salvador’s recently resolved institutional conflict and the truce brokered between the country’s largest two maras (street gangs), but while these two issues excited most comment about the speech, the most interesting aspect by far, hidden away in one short passage, was his call for constitutional reform. It is interesting because El Salvador’s constitution is the modern-day Gordian Knot resisting all fundamental structural reform.
