GUATEMALA: Pérez Molina floats constitutional reform

President Otto Pérez Molina appears serious about constitutional reform, a proposal he first floated in a ceremony held on 30 May to mark the 27th anniversary of the promulgation of Guatemala’s constitution. He has since unveiled the first draft of a package of reforms which, amid resistance from various sectors, has already been reduced to 32 changes, from 51 originally.
