CUBA: Suitcases at the ready, just in case

President Raúl Castro raised hopes of comprehensive migration reform in August 2011, saying that the government was examining a policy “to facilitate Cubans resident in the country travelling abroad as tourists”. Almost a year later, Cubans are still waiting for their tourist visas.
