EL SALVADOR: State of exception becomes the norm

President Nayib Bukele took to social media on 28 March to celebrate the second anniversary of the introduction of a state of exception in El Salvador, replete with a slick promotional video highlighting the security accomplishments of his government. Everybody said it would take generations, Bukele argued, but El Salvador is living in true peace, having won the war against the mara street gangs. Several human rights and civil society groups lamented the second anniversary of the state of exception (a misnomer two years on), drawing attention to arbitrary arrests, mistreatment of prisoners, and indefinite suspension of civil liberties and due process guarantees.
