Scenario 1 A social explosion?
On 18 October 2019 a group of Chilean students began a protest demonstration against higher metro fares in Santiago. In a matter of hours, it set the country alight. The population came out on the streets to protest over a wide range of economic and social issues. Over the next six months there were widespread arson attacks, incidents of looting, mass peaceful protests, and violent clashes that left a total of 36 people dead. It is not an exaggeration to say that this was the most significant political crisis in Chile since the restoration of democracy nearly 30 years earlier. It is also the case that the upheaval was almost entirely unpredicted.
