Tensions flare with Russia

The Ecuadorean authorities have for the last two years largely sought to limit their criticism of Russia’s invasion of Ukraine, wary of damaging trade relations with Moscow. But amid a severe security crisis, President Daniel Noboa’s new government was enticed by a US offer to trade old Russian-manufactured military hardware for US$200m in new, US-made security equipment. The old materiel, it was later confirmed, would be sent to Ukraine to help that country’s war effort against Russia. Moscow successfully shut down the proposed deal in February, when it blacklisted five Ecuadorean banana exporters in what was widely viewed as a precursor to further reprisals if the deal went ahead.
