In brief: Brazil’s gov’t seeks to regulate gig economy

*Brazil’s President Luiz Inácio Lula da Silva has signed a draft bill which aims to strengthen labour rights for drivers working for ride-hailing and delivery companies. The main proposals of the draft legislation include setting a maximum workday of 12 hours for a single platform; legally recognising a new category of worker (‘autonomous platform worker’), who can work for multiple platforms but can also be eligible for some employee benefits; and defining a minimum wage for this category, currently proposed at R$32.09 (US$6.49) per hour. The bill, which has been submitted to be reviewed in the national congress, was drafted by a working group created in May 2023 and coordinated by the federal labour ministry. The group also consulted experts from the specialised labour rights division (MPT) of Brazil’s federal prosecutors' office, workers’ unions, as well as representatives from ride-hailing and delivery companies Uber, iFood, Zé Delivery, Rappi, Lalamove, among other Brazilian and international tech firms.
