On 28 August Peru marked the 20th anniversary of the publication of the final report by the country’s Commission on Truth and Reconciliation (CVR). The report provided the definitive account of the Maoist guerrilla group Sendero Luminoso (SL)’s insurgency, which caused an estimated 69,000 deaths in the 1980s and 1990s.
