COLOMBIA: Peace talks with dissident Farc back on

The bilateral ceasefire agreement between Colombia’s government and the Ejército de Liberación Nacional (ELN) guerrilla group got off to a shaky start, with the ELN carrying out a high-profile kidnapping and launching a so-called ‘armed strike’ shortly before both sides declared a cessation of hostilities on 6 July. The ELN now appears to be de-escalating, and President Gustavo Petro’s ‘total peace’ initiative received a further boost on 8 July with the announcement that the Estado Mayor Central (EMC), the largest grouping of dissident units of the Fuerzas Armadas Revolucionarias de Colombia (Farc) guerrilla group, had agreed to enter peace negotiations.
