PARAGUAY | South Korea to build railway. A Paraguayan delegation to South Korea led by the public works and communications minister, Arnoldo Wiens Durksen, and the senate president, Óscar Salomón, signed a memorandum of understanding (MOU) with South Korea’s land, transport, and infrastructure minister, Noh Hyeong-ouk, on 9 September for the construction of a commuter railway service between Asunción and Ypacaraí, a town in Central department 44km outside the capital.
