URUGUAY: Looming LUC referendum to test multi-colour coalition

A year after Uruguay’s national congress approved the Ley de Urgente Consideración (LUC) [WR-20-27], an omnibus reform presented by President Luis Alberto Lacalle Pou shortly after he took office in March 2020, opponents of the LUC succeeded in gathering enough signatures to stage a referendum on whether to repeal parts of the law. Although it is yet to be confirmed by the electoral court, the looming referendum is already putting strain on the cohesion of the ruling five-party coalition.
