HONDURAS: Electoral concerns persist despite new electoral reforms

Honduras’s national assembly has approved a new electoral law (LEH) ahead of the November general election. A major demand of local civil-society groups and international community alike, the LEH was deemed essential to addressing key flaws exposed by the previous 2017 electoral cycle. This was contentious due both to President Juan Orlando Hernández’s re-election bid for the Partido Nacional (PN), after the constitutional ban on re-election was lifted, and myriad claims of fraud. The approved LEH has failed to satisfy key demands, however, while recent reports on the March primaries by local NGOs Red por la Equidad Democrática en Honduras (REDH) and Foro Social de la Deuda Externa y Desarrollo de Honduras (Fosdeh) indicate continued weaknesses with regard to the electoral process.
