ECUADOR: Lasso’s proposals for a challenging panorama

“Zero impunity for mafias” and an “iron fist for murderers, rapists and criminals”. These tough-talking soundbites made on the campaign trail by Ecuador’s new President Guillermo Lasso obscure the more subtle policies laid out in his manifesto. Lasso has proposed a security plan that emphasises crime prevention rather than tougher policing, accusing his predecessors of “focussing on the visible elements of crimes rather than their causes.” That strategy will be put to the test under his new government which took office on 24 May and the pressure will be on to reverse Ecuador’s rising homicide rate, growing prominence as an international drug trafficking hub, and the prison violence that saw 79 inmates killed in coordinated massacres in February.
